October 2003 press release from Congressman Tom Obsborne's office regarding TOP: Rep. Osborne is pleased to announce a Technology Opportunities Program (TOP) grant through the Department of Commerce has been awarded to the University of Nebraska Public Policy Center. The TOP, a matching grant program administered by the National Telecommunications and Information Administration (NTIA), awarded funds totaling $600,000 to the University of Nebraska.
